Abstract
The dissimilarity between principal contractor and contractor organizations under CDM 2007 can often be over measured. In an effort to clearly distinguish the two, so as to understand the role of principal contractor as part of an on-going study, inevitable gaps emerge which invite further research into practice and procedure. Based on a desk research and three (3) focus group meetings with industry experts, it is established through a qualitative inquiry that the principal contractor contributes considerably to the successful implementation of CDM regulations during and after the construction phase. Crucial to this process are the legal and contractual obligations stipulating health and safety requirements before and during the construction phase
