Abstract

There are significant problems with quality in Chinese construction. This thesis reviews the current Chinese construction industry, theories of quality, organisation change and theories of culture, bringing together the various ideas within the framework of Total Quality Management. These theories are illustrated through a variety of good practice examples drawn from around the world via the construction management literature. The focus then turns to the question of, to what extent can these ideas and practices address the problems in Chinese construction. To assess this the nature of the culture and Chinese culture are considered in the context of other cultural groupings worldwide. Using this framework, the appropriateness of various ideas and practices are assessed and they are brought together into a coherent plan of proposed actions, starting with immediate initiatives and then extending into the longer term. The above proposals are then tested and fine-tuned by means of a postal questionnaire to construction stakeholders in China followed up by in-depth interviews.
