Abstract
The main objective of this research was to develop a mechanism for evaluating the effectiveness of bridge construction plans during the design phase. A bridge construction plan (BCP) is a comprehensive plan for the construction of a new bridge that satisfies project defined objectives. The research developed a model that includes five major factors and 22 sub factors to evaluate BCP. It also includes specific definition of the evaluation sub factors, their data sources, and measurement techniques. In addition, the research proposed specific procedures for evaluating BCP within the bridge design process. The model was developed through observing large bridge construction sites and interviewing design and construction experts in owner, contracting, and consulting organizations. Additional experts' input showed that the proposed evaluation factors are meaningful, comprehensive, and applicable. Furthermore, it proved that the application of the model can have a positive impact on BCP effectiveness.
