Abstract

Green public procurement (GPP) has the potential to induce sustainable development and reduce the impact of the construction sector. However, there are obstacles to its effective implementation, mainly in developing countries. Herein, we proposed a GPP model and framework based on constructive systems' environmental performance. We argue that the present proposal minimizes the gaps involving GPP and supports its implementation in the construction sector. The development of the GPP model and framework is based on an intensive theoretical overview, interview with stakeholders, and validation phase. Also, an integrated holistic framework for GPP adoption based on Life Cycle Assessment (LCA) and Environmental Product Declaration (EPD) is performed. Besides that, the GPP model is based on an integrated and collaborative system that involves all the stakeholders. This research contributes to the scarce GPP literature in the context of sustainability in developing countries and softens the lack of metrics to evaluate the environmental impacts of materials and buildings. The model has the potential to support the decision-making process in buildings' early-stage design and integrates data and stakeholders promoting environmental awareness and can leverage the practice of GPP with appropriate comparisons. It opens a new perspective on the GPP providing knowledge and supporting decision-market.
